ਪਰਾਲੀ ਸਾੜਨ ‘ਤੇ ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਸਖ਼ਤ ਕਾਰਵਾਈ, ਕਿਸਾਨਾਂ ਵਿਰੁੱਧ ਐਫਆਈਆਰ ਦਰਜ, 16 ‘ਤੇ ਰੈੱਡ ਐਂਟਰੀ
ਪੰਜਾਬ ਵਿੱਚ ਪਰਾਲੀ ਸਾੜਨ ਦੇ ਮਾਮਲੇ ਤੇਜ਼ੀ ਨਾਲ ਵੱਧ ਰਹੇ ਹਨ। ਪਿਛਲੇ ਅੱਠ ਦਿਨਾਂ ਵਿੱਚ ਪਰਾਲੀ ਸਾੜਨ ਦੇ 70 ਮਾਮਲੇ ਸਾਹਮਣੇ ਆਏ ਹਨ। ਇਹ ਮਾਮਲੇ ਸਰਕਾਰ ਅਤੇ ਪ੍ਰਸ਼ਾਸਨ ਲਈ ਚਿੰਤਾ ਦਾ ਵਿਸ਼ਾ ਬਣ ਗਏ ਹਨ। ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਸਖ਼ਤ ਕਾਰਵਾਈ ਕਰਦਿਆਂ 20 ਕਿਸਾਨਾਂ ਖ਼ਿਲਾਫ਼ ਭਾਰਤੀ ਦੰਡਾਵਲੀ (ਆਈਪੀਸੀ) ਦੀ ਧਾਰਾ 223 ਤਹਿਤ ਐਫਆਈਆਰ ਦਰਜ ਕੀਤੀ ਹੈ, ਜੋ ਕਿ ਸਰਕਾਰੀ ਹੁਕਮਾਂ ਦੀ ਉਲੰਘਣਾ ਨਾਲ ਸਬੰਧਤ ਹੈ।
ਕਿਸਾਨ ਯੂਨੀਅਨ ਦੇ ਅਧਿਕਾਰੀ ਕਿਸਾਨਾਂ ਖ਼ਿਲਾਫ਼ ਜੁਰਮਾਨੇ ਅਤੇ ਐਫਆਈਆਰ ਦਰਜ ਕੀਤੇ ਜਾਣ ਤੋਂ ਪਰੇਸ਼ਾਨ ਹਨ ਅਤੇ ਉਨ੍ਹਾਂ ਨੇ ਸਖ਼ਤ ਵਿਰੋਧ ਦੀ ਧਮਕੀ ਦਿੱਤੀ ਹੈ।
ਕਰਨਾਲ ਵਿੱਚ, ਖੇਤੀਬਾੜੀ ਵਿਭਾਗ ਵੀ ਐਕਸ਼ਨ ਮੋਡ ਵਿੱਚ ਹੈ, ਪਰਾਲੀ ਸਾੜਨ ਦੇ ਦੋਸ਼ ਵਿੱਚ ਤਿੰਨ ਕਿਸਾਨਾਂ ਖ਼ਿਲਾਫ਼ ਐਫਆਈਆਰ ਦਰਜ ਕਰਕੇ ਉਨ੍ਹਾਂ ਤੋਂ 30,000 ਰੁਪਏ ਦਾ ਜੁਰਮਾਨਾ ਵਸੂਲਿਆ ਜਾ ਰਿਹਾ ਹੈ।
ਕੁੱਲ 32 ਕਿਸਾਨਾਂ ਨੂੰ 1.5 ਲੱਖ ਰੁਪਏ ਦਾ ਜੁਰਮਾਨਾ ਲਗਾਇਆ ਗਿਆ ਹੈ, ਜਿਸ ਵਿੱਚੋਂ 90,000 ਰੁਪਏ ਵਸੂਲ ਕੀਤੇ ਗਏ ਹਨ। 16 ਕਿਸਾਨਾਂ ਦੀਆਂ ਜ਼ਮੀਨਾਂ ‘ਤੇ ਲਾਲ ਐਂਟਰੀਆਂ ਲਗਾਈਆਂ ਗਈਆਂ ਹਨ, ਜਿਸ ਨਾਲ ਉਨ੍ਹਾਂ ਨੂੰ ਉਨ੍ਹਾਂ ਦੀ ਜ਼ਮੀਨ ਵੇਚਣ, ਗਹਿਣੇ ਰੱਖਣ ਜਾਂ ਬੈਂਕ ਕਰਜ਼ਾ ਲੈਣ ਤੋਂ ਰੋਕਿਆ ਜਾ ਰਿਹਾ ਹੈ।
ਡਿਪਟੀ ਖੇਤੀਬਾੜੀ ਡਾਇਰੈਕਟਰ ਡਾ. ਵਜ਼ੀਰ ਸਿੰਘ ਨੇ ਦੱਸਿਆ ਕਿ ਪਿੰਡ ਕੈਮਲਾ ਦੇ ਕਿਸਾਨ ਜਸਮੇਰ ਵਿਰੁੱਧ ਪਿੰਡ ਮਲਿਕਪੁਰ ਦੇ ਖੇਤਾਂ ਵਿੱਚ ਝੋਨੇ ਦੀ ਪਰਾਲੀ ਨੂੰ ਅੱਗ ਲਗਾਉਣ ਦੇ ਦੋਸ਼ ਵਿੱਚ ਅਤੇ ਪਿੰਡ ਬਿਜਨਾ ਦੇ ਕਿਸਾਨ ਦਿਨੇਸ਼ ਕੁਮਾਰ ਪੁੱਤਰ ਫੁਰਲਾਕ ਅਤੇ ਕਿਸਾਨ ਵਿੱਕੀ ਪੁੱਤਰ ਰਾਜਕੁਮਾਰ, ਪਿੰਡ ਬਿਜਨਾ ਦੇ ਵਾਸੀ ਵਿਰੁੱਧ ਹਵਾ (ਪ੍ਰਦੂਸ਼ਣ ਰੋਕਥਾਮ ਅਤੇ ਨਿਯੰਤਰਣ) ਐਕਟ, 1981 ਦੀ ਧਾਰਾ 39 ਅਤੇ ਭਾਰਤੀ ਦੰਡ ਵਿਧਾਨ, 2023 ਦੀ ਧਾਰਾ 223 ਦੇ ਤਹਿਤ ਝੋਨੇ ਦੀ ਪਰਾਲੀ ਨੂੰ ਅੱਗ ਲਗਾਉਣ ਦੇ ਦੋਸ਼ ਵਿੱਚ ਸਬੰਧਤ ਪੁਲਿਸ ਸਟੇਸ਼ਨ ਵਿੱਚ ਐਫਆਈਆਰ ਦਰਜ ਕੀਤੀ ਗਈ ਹੈ।
ਪਰਾਲੀ ਸਾੜਨ ਤੋਂ ਰੋਕਣ ਲਈ, ਖੇਤੀਬਾੜੀ ਵਿਭਾਗ ਨੇ ਜ਼ਿਲ੍ਹਾ ਹੈੱਡਕੁਆਰਟਰ ਸਮੇਤ ਸਾਰੇ ਬਲਾਕਾਂ ਵਿੱਚ ਸੱਤ ਕੰਟਰੋਲ ਰੂਮ ਸਥਾਪਤ ਕੀਤੇ ਹਨ। ਇਸ ਦੌਰਾਨ, ਭਾਰਤੀ ਕਿਸਾਨ ਯੂਨੀਅਨ ਨੇ ਇਸ ਦਾ ਵਿਰੋਧ ਕੀਤਾ ਹੈ। ਕਿਸਾਨਾਂ ਦਾ ਦੋਸ਼ ਹੈ ਕਿ ਸਰਕਾਰ ਫਸਲਾਂ ਦੇ ਨੁਕਸਾਨ ਲਈ ਮੁਆਵਜ਼ਾ ਨਹੀਂ ਦੇ ਰਹੀ ਹੈ; ਇਸ ਦੀ ਬਜਾਏ, ਕਿਸਾਨਾਂ ਤੋਂ ਜ਼ਬਰਦਸਤੀ ਵਸੂਲੀ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ।
ਪੰਜਾਬ ਪ੍ਰਦੂਸ਼ਣ ਕੰਟਰੋਲ ਬੋਰਡ (ਪੀਪੀਸੀਬੀ) ਅਨੁਸਾਰ, 15 ਸਤੰਬਰ ਤੋਂ ਸੂਬੇ ਭਰ ਵਿੱਚ ਪਰਾਲੀ ਸਾੜਨ ਦੀ ਨਿਗਰਾਨੀ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੀ ਗਈ ਹੈ। ਹੁਣ ਤੱਕ ਦਰਜ ਕੀਤੇ ਗਏ 70 ਮਾਮਲਿਆਂ ਵਿੱਚੋਂ 42 ਅੰਮ੍ਰਿਤਸਰ ਵਿੱਚ, 8 ਪਟਿਆਲਾ ਵਿੱਚ, 7 ਤਰਨਤਾਰਨ ਵਿੱਚ, 3 ਕਪੂਰਥਲਾ ਵਿੱਚ ਅਤੇ ਹੋਰ ਜ਼ਿਲ੍ਹਿਆਂ ਵਿੱਚ ਦਰਜ ਕੀਤੇ ਗਏ ਹਨ। ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਸਪੱਸ਼ਟ ਤੌਰ ‘ਤੇ ਚਿਤਾਵਨੀ ਦਿੱਤੀ ਹੈ ਕਿ ਕਿਸਾਨਾਂ ਨੂੰ ਕੋਈ ਵੀ ਰਿਆਇਤ ਨਹੀਂ ਦਿੱਤੀ ਜਾਵੇਗੀ ਅਤੇ ਦੋਸ਼ੀਆਂ ਵਿਰੁੱਧ ਸਖ਼ਤ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾਵੇਗੀ।
