ਨਵੀਂ ਦਿੱਲੀ। GST New Rates: ਮੋਦੀ ਸਰਕਾਰ ਨੇ ਦੀਵਾਲੀ ਤੋਂ ਪਹਿਲਾਂ ਨਵਰਾਤਰੇ ਵਿੱਚ ਜਨਤਾ ਨੂੰ ਦੀਵਾਲੀ ਦਾ ਤੋਹਫ਼ਾ ਦਿੱਤਾ ਹੈ। 22 ਸਤੰਬਰ ਤੋਂ ਰੋਜ਼ਾਨਾ ਜੀਵਨ ਨਾਲ ਜੁੜੀਆਂ ਜ਼ਿਆਦਾਤਰ ਚੀਜ਼ਾਂ ਸਸਤੀਆਂ ਹੋ ਜਾਣਗੀਆਂ। ਖਾਣ-ਪੀਣ ਦੀਆਂ ਚੀਜ਼ਾਂ ਤੋਂ ਲੈ ਕੇ ਰੋਜ਼ਾਨਾ ਜੀਵਨ ਵਿੱਚ ਵਰਤੀਆਂ ਜਾਣ ਵਾਲੀਆਂ ਜ਼ਿਆਦਾਤਰ ਚੀਜ਼ਾਂ ‘ਤੇ 5 ਜਾਂ 18 ਪ੍ਰਤੀਸ਼ਤ GST ਲਗਾਇਆ ਜਾਵੇਗਾ।
ਚੀਜ਼ਾਂ ਨੂੰ ਸਿਰਫ਼ ਦੋ ਸਲੈਬਾਂ ਵਿੱਚ ਰੱਖਿਆ ਜਾਵੇਗਾ। ਪਾਪ ਅਤੇ ਲਗਜ਼ਰੀ ਉਤਪਾਦਾਂ ਨੂੰ ਛੱਡ ਕੇ ਲਗਭਗ ਸਾਰੀਆਂ ਚੀਜ਼ਾਂ ਸਸਤੀਆਂ ਹੋਣਗੀਆਂ।
ਜਨਤਾ ਨੂੰ 22 ਸਤੰਬਰ ਤੋਂ GST ਦਰ ਵਿੱਚ ਕਟੌਤੀ ਦਾ ਲਾਭ ਮਿਲਣਾ ਸ਼ੁਰੂ ਹੋ ਜਾਵੇਗਾ। ਸਰਕਾਰ ਨੇ ਇਹ ਕਿਹਾ ਹੈ। ਕਈ ਕੰਪਨੀਆਂ ਨੇ ਜਨਤਾ ਨੂੰ ਲਾਭ ਦੇਣ ਦਾ ਐਲਾਨ ਵੀ ਕੀਤਾ ਹੈ। ਪਰ ਇੱਕ ਸਵਾਲ ਇਹ ਹੈ ਕਿ ਕੀ ਮੱਧ ਵਰਗ ਦੀ ਪਸੰਦੀਦਾ ਕੰਪਨੀ ਪਾਰਲੇ G ਆਪਣੇ 2 ਅਤੇ 5 ਰੁਪਏ ਦੇ ਬਿਸਕੁਟਾਂ (ਪਾਰਲੇ G ‘ਤੇ GST) ਦੀ ਕੀਮਤ ਘਟਾਏਗੀ? ਇਹ ਸਵਾਲ ਹਰ ਉਸ ਭਾਰਤੀ ਦੇ ਮਨ ਵਿੱਚ ਆ ਰਿਹਾ ਹੈ ਜੋ ਹਰ ਸਵੇਰੇ ਚਾਹ ਨਾਲ ਪਾਰਲੇ G ਖਾਂਦਾ ਹੈ।
ਵਿੱਤ ਮੰਤਰੀ ਨਿਰਮਲਾ ਸੀਤਾਰਮਨ ਦੀ ਪ੍ਰਧਾਨਗੀ ਹੇਠ 3 ਸਤੰਬਰ ਨੂੰ ਹੋਈ GST ਕੌਂਸਲ ਦੀ ਮੀਟਿੰਗ ਵਿੱਚ ਦਰ ਕਟੌਤੀ ਨੂੰ ਮਨਜ਼ੂਰੀ ਦਿੱਤੀ ਗਈ ਸੀ। 12 ਅਤੇ 28 ਪ੍ਰਤੀਸ਼ਤ ਦੇ ਸਲੈਬ ਹਟਾ ਦਿੱਤੇ ਗਏ ਸਨ। ਸਿਰਫ਼ 5 ਅਤੇ 18 ਪ੍ਰਤੀਸ਼ਤ ਸਲੈਬ ਰੱਖੇ ਗਏ ਸਨ। ਸਰਕਾਰ ਵੱਲੋਂ ਇੱਕ ਸੂਚੀ ਜਾਰੀ ਕੀਤੀ ਗਈ ਸੀ। ਸੂਚੀ ਵਿੱਚ ਦੱਸਿਆ ਗਿਆ ਸੀ ਕਿ ਕਿਸ ਉਤਪਾਦ ‘ਤੇ ਕਿੰਨਾ GST ਲਗਾਇਆ ਜਾਵੇਗਾ। ਕੁਝ ਚੀਜ਼ਾਂ ‘ਤੇ 0 GST ਹੈ।
ਬਿਸਕੁਟਾਂ ‘ਤੇ ਕਿੰਨਾ GST?

ਪੇਸਟਰੀਆਂ, ਕੇਕ, ਬਿਸਕੁਟ ਅਤੇ ਹੋਰ ਬੇਕਰੀ ਉਤਪਾਦ, ਭਾਵੇਂ ਉਨ੍ਹਾਂ ਵਿੱਚ ਕੋਕੋ ਹੋਵੇ ਜਾਂ ਨਾ; ਕਮਿਊਨੀਅਨ ਵੇਫਰ, ਚਿਕਿਤਸਕ ਵਰਤੋਂ ਲਈ ਢੁਕਵੇਂ ਖਾਲੀ ਕਾਸਕੇਟ, ਸੀਲਿੰਗ ਵੇਫਰ, ਚੌਲਾਂ ਦੇ ਕਾਗਜ਼ ਅਤੇ ਹੋਰ ਸਮਾਨ ਉਤਪਾਦਾਂ ‘ਤੇ 22 ਸਤੰਬਰ ਤੋਂ 5 ਪ੍ਰਤੀਸ਼ਤ GST ਲਗਾਇਆ ਜਾਵੇਗਾ। ਇਹ ਸਾਰੇ ਵਰਤਮਾਨ ਵਿੱਚ 18 ਪ੍ਰਤੀਸ਼ਤ GST ਨੂੰ ਆਕਰਸ਼ਿਤ ਕਰਦੇ ਹਨ। ਪਰ ਅਸਲ ਸਵਾਲ ਇਹ ਹੈ ਕਿ ਕੀ ਬਿਸਕੁਟ ਅਤੇ ਨਮਕੀਨ ਬਣਾਉਣ ਵਾਲੀਆਂ ਕੰਪਨੀਆਂ ਬਿਸਕੁਟਾਂ ਦੀਆਂ ਕੀਮਤਾਂ ਘਟਾਉਣਗੀਆਂ?
ਕੀ 2 ਅਤੇ 5 ਰੁਪਏ ਵਾਲੇ ਪਾਰਲੇ ਜੀ ਸਸਤੇ ਹੋ ਜਾਣਗੇ?
ਭਾਰਤ ਵਿੱਚ ਸ਼ਾਇਦ ਹੀ ਕੋਈ ਰਾਜ ਹੋਵੇ ਜਿੱਥੇ ਪਾਰਲੇ ਜੀ ਨਾ ਵਿਕਦਾ ਹੋਵੇ! ਜਾਂ ਅਸੀਂ ਕਹਿ ਸਕਦੇ ਹਾਂ ਕਿ ਭਾਰਤ ਵਿੱਚ ਸ਼ਾਇਦ ਹੀ ਕੋਈ ਪਰਿਵਾਰ ਹੋਵੇ ਜਿੱਥੇ ਪਾਰਲੇ ਜੀ ਉਪਲਬਧ ਨਾ ਹੋਵੇ! ਇਸ ਲਈ ਅਜਿਹੀ ਸਥਿਤੀ ਵਿੱਚ, ਇਹ ਸਵਾਲ ਉੱਠਣਾ ਸੁਭਾਵਿਕ ਹੈ ਕਿ ਕੀ GST ਦਰ ਵਿੱਚ ਕਟੌਤੀ ਕਾਰਨ 2 ਅਤੇ 5 ਰੁਪਏ ਵਾਲੇ ਪਾਰਲੇ ਜੀ ਬਿਸਕੁਟ ਸਸਤੇ ਹੋ ਜਾਣਗੇ? ਜਿੱਥੋਂ ਤੱਕ ਇਸ ਦਾ ਸਬੰਧ ਹੈ, ਕੰਪਨੀ ਵੱਲੋਂ ਬਿਸਕੁਟਾਂ ਦੀ ਕੀਮਤ ਘਟਾਉਣ ਦੀ ਸੰਭਾਵਨਾ ਨਹੀਂ ਹੈ। ਕਿਉਂਕਿ 2018 ਵਿੱਚ, ਬਿਸਕੁਟ ਉਤਪਾਦਾਂ ‘ਤੇ GST 12 ਪ੍ਰਤੀਸ਼ਤ ਤੋਂ ਵਧਾ ਕੇ 18 ਪ੍ਰਤੀਸ਼ਤ ਕਰ ਦਿੱਤਾ ਗਿਆ ਸੀ।
ਉਸ ਸਮੇਂ, ਕੰਪਨੀ ਕੀਮਤ ਵਧਾਉਣ ਬਾਰੇ ਸੋਚ ਰਹੀ ਸੀ। ਪਰ ਫਿਰ ਇਸ ਨੇ ਅਜਿਹਾ ਨਹੀਂ ਕੀਤਾ। ਪੈਕੇਟ ਵਿੱਚ ਮਾਤਰਾ ਘਟਾ ਦਿੱਤੀ ਗਈ ਸੀ ਪਰ ਬਿਸਕੁਟਾਂ ਦੀ ਕੀਮਤ ਨਹੀਂ ਵਧਾਈ ਗਈ। ਹੁਣ ਅਜਿਹੀ ਸਥਿਤੀ ਵਿੱਚ, 22 ਸਤੰਬਰ ਤੋਂ ਲਾਗੂ ਹੋਣ ਵਾਲੀਆਂ ਨਵੀਆਂ GST ਦਰਾਂ ਦੇ ਤਹਿਤ, ਕੰਪਨੀ ਸ਼ਾਇਦ ਦਰ ਨਾ ਘਟਾਵੇ। ਪਰ ਇਹ ਮਾਤਰਾ ਵਧਾ ਸਕਦੀ ਹੈ। ਹਾਲਾਂਕਿ, ਇਸ ਬਾਰੇ ਕੰਪਨੀ ਵੱਲੋਂ ਅਜੇ ਤੱਕ ਕੋਈ ਜਵਾਬ ਨਹੀਂ ਆਇਆ ਹੈ।
