ਭਾਰਤ ਦਾ ਪਹਿਲਾ ਬਜਟ ਜੇਮਸ ਵਿਲਸਨ ਨੇ ਪੇਸ਼ ਕੀਤਾ ਸੀ। ਉਹ ਭਾਰਤੀ ਵਾਇਸਰਾਏ ਨੂੰ ਵਿੱਤੀ ਸਲਾਹ ਦੇਣ ਵਾਲੀ ਕੌਂਸਲ ਦੇ ਮੈਂਬਰ ਸਨ ਅਤੇ ਸਕਾਟਿਸ਼ ਬਿਜ਼ਨੈਸਮੈਨ ਦੇ ਤੌਰ ਤੇ ਕਾਫੀ ਪ੍ਰਸਿੱਧ ਸਨ।
ਸੁਤੰਤਰ ਭਾਰਤ ਦਾ ਪਹਿਲਾ ਬਜਟ
ਸੁਤੰਤਰ ਭਾਰਤ ਦਾ ਪਹਿਲਾ ਬਜਟ ਆਰ. ਕੇ. ਸ਼ਣਮੁਖਮ ਚੇਟੀ ਦੁਆਰਾ 28 ਫਰਵਰੀ 1948 ਨੂੰ ਪੇਸ਼ ਕੀਤਾ ਗਿਆ ਸੀ । ਇਹ ਦੇਸ਼ ਦੀ ਆਰਥਿਕ ਸਥਿਤੀ ‘ਚ ਸੁਧਾਰ ਵੱਲ ਪਹਿਲਾ ਕਦਮ ਸੀ।
ਸਭ ਤੋਂ ਲੰਬਾ ਭਾਸ਼ਣ
ਹੁਣ ਤੱਕ ਦਾ ਸਭ ਤੋਂ ਲੰਬਾ ਬਜਟ ਭਾਸ਼ਣ ਦੇਣ ਦਾ ਰਿਕਾਰਡ ਮੌਜੂਦਾ ਵਿੱਤ ਮੰਤਰੀ ਨਿਰਮਲਾ ਸੀਤਾਰਮਨ ਦੇ ਕੋਲ ਹੈ। 2020 ਦੇ ਬਜਟ ਦੌਰਾਨ ਉਨ੍ਹਾਂ ਨੇ 2 ਘੰਟੇ 42 ਮਿੰਟ ਦਾ ਭਾਸ਼ਣ ਦਿੱਤਾ ਸੀ। ਦਿਲਚਸਪ ਗੱਲ ਇਹ ਹੈ ਕਿ ਇਸ ਦੇ ਬਾਵਜੂਦ ਉਨ੍ਹਾਂ ਦੇ ਬਜਟ ਭਾਸ਼ਣ ਦੀ ਸਕ੍ਰਿਪਟ ਦੇ 2 ਪੰਨੇ ਪੜ੍ਹਨੋਂ ਰਹਿ ਗਏ ਸਨ ।
ਸਭ ਤੋਂ ਛੋਟਾ ਭਾਸ਼ਣ
ਕੀ ਤੁਸੀਂ ਕਦੇ ਸੋਚਿਆ ਹੈ ਕਿ ਦੇਸ਼ ਵਿੱਚ ਸਭ ਤੋਂ ਛੋਟਾ ਭਾਸ਼ਣ ਕਿਸਨੇ ਦਿੱਤਾ ? ਸਾਲ 1977 ਵਿੱਚ ਵਿੱਤ ਮੰਤਰੀ ਹੀਰੂਭਾਈ ਮੂਲਜੀਭਾਈ ਪਟੇਲ ਨੇ ਸਭ ਤੋਂ ਛੋਟਾ ਭਾਸ਼ਣ ਦਿੱਤਾ ਸੀ। ਉਨ੍ਹਾਂ ਦਾ ਭਾਸ਼ਣ ਸਿਰਫ਼ 800 ਸ਼ਬਦਾਂ ਦਾ ਸੀ।
ਦੇਸ਼ ਦੇ 14ਵੇਂ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਡਾ. ਮਨਮੋਹਨ ਸਿੰਘ ਜਦੋਂ ਵਿੱਤ ਮੰਤਰੀ ਸਨ ਤਾਂ 1991 ਵਿੱਚ ਜਦੋਂ ਉਨ੍ਹਾਂ ਨੇ ਦੇਸ਼ ਦੀ ਆਰਥਿਕਤਾ ਨੂੰ ਬਦਲਣ ਵਾਲਾ ਭਾਸ਼ਣ ਦਿੱਤਾ ਸੀ ਤਾਂ ਉਨ੍ਹਾਂ ਦਾ ਬਜਟ ਭਾਸ਼ਣ 18,650 ਸ਼ਬਦਾਂ ਦਾ ਸੀ। ਉਨ੍ਹਾਂ ਦਾ ਇਹ ਬਜਟ ਭਾਸ਼ਣ ਸਭ ਤੋਂ ਵੱਧ ਸ਼ਬਦਾਂ ਵਾਲਾ ਬਜਟ ਭਾਸ਼ਣ ਸੀ।
ਬਜਟ ਹੋਇਆ ਲੀਕ
ਅੱਜ ਦੇ ਦੌਰ ਵਿੱਚ ਕੰਪੀਟੀਟਿਵ ਇਮਤਿਹਾਨਾਂ ਦੇ ਪੇਪਰ ਲੀਕ ਹੋ ਰਹੇ ਹਨ। ਪਰ ਕੀ ਤੁਸੀਂ ਕਦੇ ਸੋਚਿਆ ਹੈ ਕਿ ਕਦੇ ਦੇਸ਼ ਦਾ ਆਮ ਬਜਟ ਦਸਤਾਵੇਜ਼ ਵੀ ਲੀਕ ਹੋ ਗਿਆ ਹੈ? ਹਾਂ, ਸਾਲ 1950 ਵਿੱਚ ਬਜਟ ਦਸਤਾਵੇਜ਼ ਲੀਕ ਹੋ ਗਏ ਸਨ। ਇਸ ਘਟਨਾ ਤੋਂ ਬਾਅਦ ਰਾਸ਼ਟਰਪਤੀ ਭਵਨ ‘ਚ ਬਜਟ ਦੀ ਛਪਾਈ ਬੰਦ ਹੋ ਗਈ। ਇਹ ਮਿੰਟੋ ਰੋਡ ਸਥਿਤ ਸਰਕਾਰੀ ਪ੍ਰੈਸ ਵਿੱਚ ਛਪਣਾ ਸ਼ੁਰੂ ਹੋ ਗਿਆ।
ਕੁਝ ਸਾਲਾਂ ਬਾਅਦ, ਇਸ ਦੀ ਛਪਾਈ ਨੂੰ 1980 ਵਿੱਚ ਵਿੱਤ ਮੰਤਰਾਲੇ ਦੇ ਅੰਦਰ ਨਾਰਥ ਬਲਾਕ ਵਿੱਚ ਤਬਦੀਲ ਕਰ ਦਿੱਤਾ ਗਿਆ ਸੀ।

ਭਾਰਤ ਵਿੱਚ, 1955-56 ਤੋਂ ਪਹਿਲਾਂ, ਦੇਸ਼ ਦਾ ਆਮ ਬਜਟ ਅੰਗਰੇਜ਼ੀ ਵਿੱਚ ਪ੍ਰਕਾਸ਼ਿਤ ਹੁੰਦਾ ਸੀ। ਪਰ ਇਸ ਤੋਂ ਬਾਅਦ ਇਹ ਹਿੰਦੀ ਵਿੱਚ ਪ੍ਰਕਾਸ਼ਿਤ ਹੋਣ ਲੱਗਿਆ।
ਪਹਿਲੀ ਮਹਿਲਾ ਵਿੱਤ ਮੰਤਰੀ
ਆਜ਼ਾਦੀ ਤੋਂ ਬਾਅਦ ਪਹਿਲੀ ਵਾਰ ਕਿਸੇ ਔਰਤ ਨੇ ਬਜਟ ਪੇਸ਼ ਕੀਤਾ । ਇਹ ਔਰਤ ਦਾ ਕੋਈ ਹੋਰ ਨਹੀਂ ਸਗੋਂ ਭਾਰਤ ਦੀ ਪਹਿਲੀ ਮਹਿਲਾ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਇੰਦਰਾ ਗਾਂਧੀ ਸੀ। ਸਾਲ 1970 ਵਿੱਚ ਉਨ੍ਹਾਂ ਨੇ ਖੁਦ ਬਜਟ ਪੇਸ਼ ਕੀਤਾ ਸੀ। ਅਜਿਹਾ ਇਸ ਲਈ ਕਿਉਂਕਿ ਉਸ ਸਮੇਂ ਉਹ ਖੁਦ ਵਿੱਤ ਮੰਤਰੀ ਸੀ।
ਸਭ ਤੋਂ ਵੱਧ ਬਜਟ ਪੇਸ਼ ਕਰਨ ਦਾ ਰਿਕਾਰਡ
ਦੇਸ਼ ਵਿੱਚ ਸਭ ਤੋਂ ਵੱਧ ਵਾਰ ਬਜਟ ਪੇਸ਼ ਕਰਨ ਦਾ ਰਿਕਾਰਡ ਭਾਰਤ ਦੇ ਸਾਬਕਾ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮੋਰਾਰਜੀ ਦੇਸਾਈ ਦੇ ਨਾਮ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ 10 ਵਾਰ ਕੇਂਦਰੀ ਬਜਟ ਸਦਨ ਵਿੱਚ ਪੇਸ਼ ਕੀਤਾ। ਪੀ ਚਿਦੰਬਰਮ ਹੁਣ ਤੱਕ 9 ਵਾਰ, ਪ੍ਰਣਬ ਮੁਖਰਜੀ 8 ਵਾਰ ਅਤੇ ਨਿਰਮਲਾ ਸੀਤਾਰਮਨ 7 ਵਾਰ ਬਜਟ ਪੇਸ਼ ਕਰ ਚੁੱਕੇ ਹਨ।
ਬਜਟ ਪੇਸ਼ ਕਰਨ ਦਾ ਸਮਾਂ
ਅੰਗਰੇਜ਼ਾਂ ਦੇ ਸਮੇਂ ਵਿੱਚ ਸ਼ਾਮ 5 ਵਜੇ ਬਜਟ ਪੇਸ਼ ਕੀਤਾ ਜਾਂਦਾ ਸੀ ਅਤੇ ਇਹ ਪਰੰਪਰਾ 1998-99 ਦੇ ਬਜਟ ਤੱਕ ਜਾਰੀ ਰਹੀ। ਇਸ ਤੋਂ ਬਾਅਦ ਸਾਰੀਆਂ ਸਾਂਝੀਆਂ ਪਾਰਟੀਆਂ ਦੀ ਸਹਿਮਤੀ ਤੋਂ ਬਾਅਦ 1999-2000 ਦਾ ਬਜਟ ਤਤਕਾਲੀ ਵਿੱਤ ਮੰਤਰੀ ਯਸ਼ਵੰਤ ਸਿਨਹਾ ਵੱਲੋਂ ਦਿਨ ਵੇਲੇ ਪੇਸ਼ ਕੀਤਾ ਗਿਆ।
ਬਜਟ ਪੇਸ਼ ਨਾ ਕਰਨ ਵਾਲੇ ਵਿੱਤ ਮੰਤਰੀ
ਕੇ.ਸੀ. ਨੇਗੀ ਭਾਰਤ ਦੇ ਇੱਕ ਅਜਿਹੇ ਵਿੱਤ ਮੰਤਰੀ ਹਨ ਜਿਨ੍ਹਾਂ ਨੇ ਕੋਈ ਬਜਟ ਪੇਸ਼ ਨਹੀਂ ਕੀਤਾ । ਉਹ ਸਿਰਫ 35 ਦਿਨਾਂ ਤੱਕ ਵਿੱਤ ਮੰਤਰੀ ਰਹੇ।
ਡ੍ਰੀਮ ਬਜਟ
1997 – 98 ਦਾ ਬਜਟ ਪੀ. ਚਿਦੰਬਰਮ ਦੁਆਰਾ ਪੇਸ਼ ਕੀਤਾ ਗਿਆ। ਇਸ ਬਜਟ ਨੂੰ ਪਰਸਨਲ ਇਨਕਮ ਟੈਕਸਾਂ ‘ਚ ਕਮੀ ਦੇ ਕਾਰਨ ਡ੍ਰੀਮ ਬਜਟ ਦੇ ਰੂਪ ਵਿੱਚ ਯਾਦ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ।
