ਕੀ ਤੁਸੀਂ ਕਦੇ ਸੁਣਿਆ ਹੈ ਕਿ ਕਿਸੇ ਸ਼ਹਿਰ ਵਿੱਚ ਉੱਚੀ ਹੀਲ ਪਾਉਣ ਲਈ ਪਰਮਿਟ ਲੈਣਾ ਪੈਂਦਾ ਹੈ ? ਇਹ ਅਜੀਬ ਲੱਗ ਸਕਦਾ ਹੈ, ਪਰ ਇਹ ਅਮਰੀਕਾ ਦੇ ਕੈਲੀਫੋਰਨੀਆ ਰਾਜ ਦੇ ਛੋਟੇ ਜਿਹੇ ਸੁੰਦਰ ਸਮੁੰਦਰੀ ਕੰਢੇ ਵਾਲੇ ਸ਼ਹਿਰ ਕਾਰਮੇਲ-ਬਾਈ-ਦ-ਸੀ (Carmel-by-the-Sea) ਵਿੱਚ ਪੂਰੀ ਤਰ੍ਹਾਂ ਸੱਚ ਹੈ।

ਦਰਅਸਲ, ਇਹ ਕਾਨੂੰਨ 1963 ਵਿੱਚ ਪੇਸ਼ ਕੀਤਾ ਗਿਆ ਸੀ ਕਿਉਂਕਿ ਸ਼ਹਿਰ ਦੀਆਂ ‘ਬੱਜਰੀ ਵਾਲੀਆਂ ਸੜਕਾਂ ਤੇ ਉੱਚੇ ਨੀਂਵੇ ਫੁੱਟਪਾਥ’ ਪਤਲੀ ਹੀਲ ਪਹਿਨਣ ਵਾਲਿਆਂ ਲਈ ਖ਼ਤਰਾ ਪੈਦਾ ਕਰ ਸਕਦੇ ਹਨ। ਠੋਕਰ ਖਾਣ ਅਤੇ ਸੱਟ ਲੱਗਣ ਦੇ ਜੋਖਮ ਦੇ ਕਾਰਨ, ਸ਼ਹਿਰ ਨੇ ਫੈਸਲਾ ਕੀਤਾ ਹੈ ਕਿ ਦੋ ਇੰਚ ਤੋਂ ਉੱਚੀਆਂ ਅਤੇ ਇੱਕ ਵਰਗ ਇੰਚ ਤੋਂ ਪਤਲੀਆਂ ਹੀਲਾਂ ਪਹਿਨਣ ਲਈ ਇੱਕ ਵਿਸ਼ੇਸ਼ ਪਰਮਿਟ ਦੀ ਲੋੜ ਹੋਵੇਗੀ।
