ਅਫਗਾਨਿਸਤਾਨ : ਤਾਲਿਬਾਨ ਦਾ ਇਕ ਹੋਰ ਫਰਮਾਨ, ਗੈਰ ਸਰਕਾਰੀ ਸੰਗਠਨਾਂ ਨੂੰ ਔਰਤਾਂ ਨੂੰ ਨੌਕਰੀ ‘ਤੇ ਨਾ ਰੱਖਣ ਦਾ ਆਦੇਸ਼
ਕਾਬੁਲ, 31 ਦਸੰਬਰ 2024 – ਤਾਲਿਬਾਨ ਨੇ ਅਫਗਾਨਿਸਤਾਨ ਦੀਆਂ ਸਾਰੀਆਂ ਐਨਜੀਓਜ਼ ਨੂੰ ਔਰਤਾਂ ਨੂੰ ਰੁਜ਼ਗਾਰ ਨਾ ਦੇਣ ਦਾ ਆਦੇਸ਼ ਜਾਰੀ ਕੀਤਾ ਹੈ ਅਤੇ ਇਹ ਵੀ ਕਿਹਾ ਹੈ ਕਿ ਉਹ ਔਰਤਾਂ ਨੂੰ ਰੁਜ਼ਗਾਰ ਦੇਣ ਵਾਲੀਆਂ ਸਾਰੀਆਂ ਰਾਸ਼ਟਰੀ ਅਤੇ ਵਿਦੇਸ਼ੀ ਐਨਜੀਓਜ਼ ਨੂੰ ਬੰਦ ਕਰ ਦੇਵੇਗਾ। ਇਹ ਫੈਸਲਾ ਦੋ ਸਾਲ ਬਾਅਦ ਆਇਆ ਹੈ ਜਦੋਂ ਤਾਲਿਬਾਨ ਨੇ ਗੈਰ ਸਰਕਾਰੀ ਸੰਗਠਨਾਂ ਨੂੰ ਔਰਤਾਂ ਨੂੰ ਨੌਕਰੀ ‘ਤੇ ਰੱਖਣ ‘ਤੇ ਪਾਬੰਦੀ ਲਗਾ ਦਿੱਤੀ ਸੀ ਕਿਉਂਕਿ ਉਹ ਕਥਿਤ ਤੌਰ ‘ਤੇ ਇਸਲਾਮੀ ਹਿਜਾਬ ਨੂੰ ਸਹੀ ਢੰਗ ਨਾਲ ਨਹੀਂ ਪਹਿਨਦੀਆਂ ਸਨ।
ਨਿਊਜ਼ ਏਜੰਸੀ ਏਪੀ ਦੇ ਅਨੁਸਾਰ, ਐਤਵਾਰ ਰਾਤ ਨੂੰ ਤਾਲਿਬਾਨ ਦੁਆਰਾ ਪ੍ਰਕਾਸ਼ਿਤ ਇੱਕ ਪੱਤਰ ਵਿੱਚ, ਅਫਗਾਨਿਸਤਾਨ ਦੇ ਆਰਥਿਕ ਮੰਤਰਾਲੇ ਨੇ ਚੇਤਾਵਨੀ ਦਿੱਤੀ ਹੈ ਕਿ ਤਾਜ਼ਾ ਆਦੇਸ਼ ਦੀ ਪਾਲਣਾ ਨਾ ਕਰਨ ਨਾਲ ਗੈਰ ਸਰਕਾਰੀ ਸੰਗਠਨਾਂ ਨੂੰ ਅਫਗਾਨਿਸਤਾਨ ਵਿੱਚ ਕੰਮ ਕਰਨ ਲਈ ਆਪਣੇ ਲਾਇਸੈਂਸ ਗੁਆਉਣੇ ਪੈ ਸਕਦੇ ਹਨ। ਮੰਤਰਾਲੇ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਰਾਸ਼ਟਰੀ ਅਤੇ ਵਿਦੇਸ਼ੀ ਸੰਸਥਾਵਾਂ ਦੁਆਰਾ ਕੀਤੀਆਂ ਜਾਂਦੀਆਂ ਸਾਰੀਆਂ ਗਤੀਵਿਧੀਆਂ ਨੂੰ ਰਜਿਸਟਰ ਕਰਨ, ਤਾਲਮੇਲ ਕਰਨ, ਅਗਵਾਈ ਕਰਨ ਅਤੇ ਨਿਗਰਾਨੀ ਕਰਨ ਲਈ ਜ਼ਿੰਮੇਵਾਰ ਹੈ।
ਹੁਕਮਾਂ ਦੀ ਪਾਲਣਾ ਨਾ ਕਰਨ ‘ਤੇ ਲਾਇਸੈਂਸ ਰੱਦ ਕਰਨ ਦੀ ਚਿਤਾਵਨੀ
ਪੱਤਰ ਦੇ ਅਨੁਸਾਰ, ‘ਸਰਕਾਰ ਇੱਕ ਵਾਰ ਫਿਰ ਤਾਲਿਬਾਨ ਦੁਆਰਾ ਨਿਯੰਤਰਿਤ ਸੰਸਥਾਵਾਂ ਵਿੱਚ ਸਾਰੀਆਂ ਔਰਤਾਂ ਦੇ ਕੰਮ ਨੂੰ ਰੋਕਣ ਦਾ ਆਦੇਸ਼ ਦੇ ਰਹੀ ਹੈ। ਸਹਿਯੋਗ ਦੀ ਘਾਟ ਦੀ ਸਥਿਤੀ ਵਿੱਚ, ਉਸ ਸੰਸਥਾ ਦੀਆਂ ਸਾਰੀਆਂ ਗਤੀਵਿਧੀਆਂ ਨੂੰ ਰੱਦ ਕਰ ਦਿੱਤਾ ਜਾਵੇਗਾ ਅਤੇ ਮੰਤਰਾਲੇ ਦੁਆਰਾ ਦਿੱਤਾ ਗਿਆ ਉਸ ਸੰਸਥਾ ਦਾ ਗਤੀਵਿਧੀ ਲਾਇਸੈਂਸ ਵੀ ਰੱਦ ਕਰ ਦਿੱਤਾ ਜਾਵੇਗਾ। ਤਾਲਿਬਾਨ ਪਹਿਲਾਂ ਹੀ ਬਹੁਤ ਸਾਰੀਆਂ ਨੌਕਰੀਆਂ ਅਤੇ ਜ਼ਿਆਦਾਤਰ ਜਨਤਕ ਥਾਵਾਂ ‘ਤੇ ਔਰਤਾਂ ‘ਤੇ ਪਾਬੰਦੀ ਲਗਾ ਰਿਹਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੂੰ ਛੇਵੀਂ ਜਮਾਤ ਤੋਂ ਬਾਅਦ ਦੀ ਪੜ੍ਹਾਈ ਤੋਂ ਵੀ ਵਾਂਝਾ ਕਰ ਦਿੱਤਾ ਹੈ।
