ਪਿਛਲੇ ਕੁੱਝ ਮਹੀਨਿਆਂ ਤੋਂ ਅਮਰੀਕਾ ਅਤੇ ਭਾਰਤ ਤੇ ਸੰਬੰਧ ਦੇ ਵਿੱਚ ਤਣਾਅ ਚੱਲ ਰਿਹਾ ਹੈ, ਇਸ ਪਿੱਛੇ ਅਮਰੀਕੀ ਰਾਸ਼ਟਰਪਤੀ ਡੋਨਾਲਡ ਟਰੰਪ ਵੱਲੋਂ ਭਾਰਤ ਉੱਤੇ ਵੱਧ ਟੈਰਿਫ ਲਗਾਉਣ ਇੱਕ ਵੱਡੀ ਵਜ੍ਹਾ ਹੈ। ਵੱਧੇ ਹੋਏ ਟੈਰਿਫ ਦੇ ਨਾਲ ਅਮਰੀਕਾ ਭਾਰਤ ਉੱਤੇ ਦਬਾਅ ਬਣਾਉਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰ ਰਿਹਾ ਹੈ। ਉੱਧਰ ਭਾਰਤ ਆਪਣੇ ਸਟੈਡ ਉੱਤੇ ਦ੍ਰਿੜ ਖੜ੍ਹਿਆ ਹੋਇਆ ਹੈ।
ਅਮਰੀਕੀ ਰਾਸ਼ਟਰਪਤੀ ਡੋਨਾਲਡ ਟਰੰਪ ਨੇ ਸ਼ਨੀਵਾਰ ਯਾਨੀਕਿ 16 ਅਗਸਤ ਨੂੰ ਕਿਹਾ ਕਿ ਉਹਨਾਂ ਨੂੰ ਅਗਲੇ ਦੋ ਤੋਂ ਤਿੰਨ ਹਫ਼ਤਿਆਂ ਵਿੱਚ ਉਹਨਾਂ ਦੇਸ਼ਾਂ ‘ਤੇ ਰੈਸੀਪ੍ਰੋਕਲ ਟੈਰਿਫ਼ ਲਗਾਉਣ ਬਾਰੇ ਸੋਚਣਾ ਪੈ ਸਕਦਾ ਹੈ ਜੋ ਰੂਸ ਤੋਂ ਤੇਲ ਖਰੀਦ ਰਹੇ ਹਨ। ਹਾਲਾਂਕਿ, ਉਨ੍ਹਾਂ ਨੇ ਫਿਲਹਾਲ ਇਸ ਦੀ ਲੋੜ ਤੋਂ ਇਨਕਾਰ ਕੀਤਾ ਹੈ।

ਟਰੰਪ ਨੇ ਭਾਰਤ ‘ਤੇ ਲਾਇਆ 50% ਟੈਰਿਫ਼
ਟਰੰਪ ਦੀ ਇਹ ਟਿੱਪਣੀ ਸਿੱਧੇ ਤੌਰ ‘ਤੇ ਭਾਰਤ ਅਤੇ ਰੂਸ ਵਿਚਕਾਰ ਤੇਲ ਵਪਾਰ ਅਤੇ ਚੀਨ ‘ਤੇ ਸੰਭਾਵਿਤ ਸ਼ੁਲਕਾਂ ਨਾਲ ਜੁੜੀ ਹੈ। ਟਰੰਪ ਨੇ ਪਿਛਲੇ ਮਹੀਨੇ ਚੇਤਾਵਨੀ ਦਿੱਤੀ ਸੀ ਕਿ ਮਾਸਕੋ ਨਾਲ ਵਪਾਰ ਕਰਨ ਵਾਲੇ ਦੇਸ਼ਾਂ ‘ਤੇ ਸੈਕੰਡਰੀ ਪਾਬੰਦੀਆਂ (Secondary Sanctions) ਲਗਾਈਆਂ ਜਾਣਗੀਆਂ। ਉਹਨਾਂ ਨੇ ਰੂਸ ‘ਤੇ 100 ਫੀਸਦੀ ਟੈਰਿਫ਼ ਲਗਾਉਣ ਦੀ ਧਮਕੀ ਦਿੱਤੀ ਸੀ ਅਤੇ ਉਸਨੂੰ ਯੂਕਰੇਨ ਯੁੱਧ ਖਤਮ ਕਰਨ ਲਈ 50 ਦਿਨਾਂ ਦਾ ਸਮਾਂ ਦਿੱਤਾ ਸੀ।
ਭਾਰਤ ਪਹਿਲਾਂ ਹੀ ਇਹਨਾਂ ਕਦਮਾਂ ਦਾ ਅਸਰ ਝੱਲ ਰਿਹਾ ਹੈ। ਟਰੰਪ ਨੇ ਭਾਰਤ ‘ਤੇ 25 ਫੀਸਦੀ ਟੈਰਿਫ਼ ਲਗਾਇਆ ਸੀ, ਜਿਸਨੂੰ ਕੁਝ ਹੀ ਦਿਨਾਂ ਬਾਅਦ 50 ਫੀਸਦੀ ਕਰ ਦਿੱਤਾ ਗਿਆ। ਇਨ੍ਹਾਂ ਵਿੱਚੋਂ ਅੱਧੇ ਸ਼ੁਲਕ ਲਾਗੂ ਹੋ ਚੁੱਕੇ ਹਨ ਅਤੇ ਬਾਕੀ 27 ਅਗਸਤ ਨੂੰ ਲਾਗੂ ਹੋਣਗੇ।

ਅਮਰੀਕੀ ਵਿੱਤ ਮੰਤਰੀ ਸਕਾਟ ਬੇਸੈਂਟ ਨੇ ਬਲੂਮਬਰਗ ਟੀਵੀ ਨਾਲ ਗੱਲਬਾਤ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਜੇਕਰ ਅਲਾਸਕਾ ‘ਚ ਹੋਈ ਟਰੰਪ-ਪੁਤਿਨ ਮੀਟਿੰਗ ਵਿੱਚ ਗੱਲਾਂ ਠੀਕ ਨਾ ਰਹੀਆਂ ਤਾਂ ਭਾਰਤ ‘ਤੇ ਸੈਕੰਡਰੀ ਸ਼ੁਲਕ ਹੋਰ ਵਧਾਏ ਜਾ ਸਕਦੇ ਹਨ। ਉਨ੍ਹਾਂ ਇਹ ਵੀ ਦੋਸ਼ ਲਗਾਇਆ ਕਿ ਭਾਰਤ ਅਮਰੀਕਾ ਨਾਲ ਵਪਾਰਕ ਵਾਰਤਾਂ ਵਿੱਚ ਕੁਝ ਹੱਦ ਤੱਕ ਅੜਬ੍ਹ ਰਵੱਈਆ ਅਪਣਾ ਰਿਹਾ ਹੈ।
